* `RFQ Notional` now sums every leg of a structure, matching the `trade tape`.

#### API

* `Perp` and `Spot` `pro maker fees rise to 0.5 bps`, and the `API taker discount against retail makers ends` everywhere.
* `Reduce-only orders` no longer fail to settle beside a take-profit, which is now canceled when it would overfill the position.
* Scoped markets summary subscriptions now receive each market's current summary as soon as it is added.
