Remove market maker protection config

Removes the account’s market maker protection (MMP) config for a base asset, cancelling its open MMP orders there with MMP_DISABLED. Succeeds when there is none, and works after MMP is no longer enabled for the account, since a stored config is still enforced. Read-only tokens are rejected.
