List market maker protection configs

Lists the account’s market maker protection (MMP) configs, one per base asset, with live state (frozen, until when, window sums) when available. Filter with base_asset. A base asset with no entry has MMP off. Also works when MMP is not enabled for the account (enabled false), so enforced configs can be found and removed.
